Registrars Discuss FY 2017/18 Work Plans

The Chief Registrar, HW Gadenya Paul Wolimbwa, convened a meeting for all Registrars to discuss the work plan for the 2017/18 Financial Year. The meeting, among others, discussed the Schedule of Duties for Registrars and Magistrates as well as the performance of registries for the first half of the year.
The Registrars in High Court circuits were urged to supervise judicial officers in lower courts to improve general performance in circuits. He tipped the Registrars on financial management and the need to comply with financial regulations.
The Registrar High Court, HW Isaac Muwata presented a consolidated report for all High Court Divisions and Circuits indicating that there is inadequate funding for sessions. Other challenges affecting optimum registry performance included rampant power failures, inadequate office space and storage issues.
Among other measures, the report recommended for increased funding for Criminal and Civil sessions both in High Court and other activities of the Registrar High Court. It also recommended the holding of special sessions in both High Court and Magistrates Court to clear backlog.
